Kansas Driving Laws

.
NOTE TO PARENTS AND/OR STUDENTS
:

ALL DRIVER EDUCATION STUDENTS IN THE STATE OF KANSAS ARE REQUIRED TO FILL OUT A DE 99 APPLICATION.  THE FORMS ARE COMPLETED ON THE FIRST DAY OF CLASS, AND THEN MAILED FROM THE DRIVING SCHOOL TO THE STATE OF KANSAS.  THEY ARE TYPICALLY PROCESSED AND RETURNED TO WDS IN 7-10 DAYS.  WE  DO NOT SCHEDULE THE DRIVING PORTION OF THE COURSE UNTIL THEY ARE RETURNED.  THE DE-99 CONTAINS A PINK INSTRUCTIONAL PERMIT AND A GOLD CERTIFICATE OF COMPLETION.  IF THE STUDENT DOES NOT HAVE A CURRENT INSTRUCTIONAL PERMIT, THEY WILL THEN RECEIVE THE PINK, PAPER IP FROM THEIR INSTRUCTOR ON THE FIRST DRIVING LESSON.  MOST STUDENTS, WHICH RECEIVE THIS PINK FORM NEED TO EXCHANGE IT AT THE DMV FOR A PHOTO IP.

THE PURPOSE OF THE DE-99 FORM IS TO:
  1) VERIFY THE IDENTITY OF THE STUDENT, WHICH IS APPLYING TO OBTAIN A LICENSE.  2) ESTABLISH THAT THE STUDENT CURRENTLY LIVES IN THE STATE OF KS.  3) IDENTIFY IF THE APPLICANT IS CURRENTLY TAKING  ANY PRESCRIBED MEDICINE FOR  A PHYSICAL OR MENTAL CONDITION, WHICH  MAY REQUIRE A PHYSICIAN'S APPROVAL TO PROCEED WITH THE DRIVING PORTION OF THE DRIVER ED COURSE.      ANOTHER PURPOSE OF THIS FORM IS TO PROVIDE  PROOF THAT THE STUDENT HAS ENROLLED AND LATER SUCCESSFULLY COMPLETED THE ENTIRE DRIVER ED COURSE AT A LICENSED DRIVING SCHOOL, OR HIGH SCHOOL.  UPON SUCCESSFUL COMPLETION OF THE DRIVING AND FULL PAYMENT OF THE COURSE,  OUR INSTRUCTOR WILL GIVE THE GOLD CERTIFICATE OF COMPLETION TO THE STUDENT OR  PARENT.  DO NOT LOSE THIS GOLD CERTIFICATE, AS IT  ALLOWS THE STUDENT TO LATER RECEIVE A LICENSE AT THE DMV, W/ NO ADDITIONAL TESTING BESIDES AN EYE TEST.  SOME STATES REQUIRE ADDITIONAL TESTING BEYOND DRIVER EDUCATION, (I.E. WRITTEN/DRIVING), BUT KS USUALLY DOES NOT.

*A person 14 yrs of age or more can obtain an Instructional Permit (IP) by taking a Driver Ed course such as this or by passing a written test at the DMV. An IP is for practicing with a parent/guardian.  Note: Approximately 70% of WDS students obtain an IP before taking our Driver Education course, 30% do not.
----------------------------------------------------------------------------------------------
*A person 15 yrs old can only obtain a Restricted License by taking a Driver Education course such as this. The Certificate of Completion received after passing the course usually allows the student to receive a restricted license without any extra testing other than an eye test. This type of license allows the student to drive by themselves to school and work. Minor passengers are prohibited with a restricted driver, with the only exception being siblings.
Note: A
14 year old student can get a Farm Permit if they live or work on a farm.  This can also be obtained by taking a Driver Ed course, such as this.
-
The requirements for obtaining the 15 year old Restricted License include:
(1) Having a photo IP for 6 months. Students, which receive a pink, paper IP from their driving instructor usually exchange it for a photo IP at the
DMV.
(2) Completing 50 hours of practice with 10 of the hours occurring at night. The parent or guardian must sign an affidavit at the Driver's License Office to confirm the completion of the practice hours. This will allow the Restricted License to automatically convert into a regular license on the teen's 16th birthday.
(3) Providing the Certificate of Completion obtained from passing a Driver Education course.  The only testing usually required is the eye test.
------------------------------------------------------------------------------------------------
*A person 16 & 17 yrs of age can obtain a Driver's License by taking a Driver Education course such as this. By earning the Certificate of Completion, the Individual can receive a license from the DMV.  The student must have completed 50 hours of practice with 10 of them occurring at night. The parent or guardian must sign an affidavit at the DMV to confirm the completion of the practice hours. The only testing usually required is the eye test.
--------------------------------------------------------------------------------------------------
*A person 18 yrs of age or older can receive a Driver's License by taking a Driver Education course such as this.  The 50 hours of practice are no longer required at 18 years of age. The only testing usually required is the eye test.

NOTE: Upon successful completion of this course (8 hrs/class & 6 hrs/driving), YOU WILL NOT RECEIVE A DRIVER‘S LICENSE. You will receive the gold Certificate of Completion . This gold document confirms you successfully completed an approved course in driver education -from a driving school licensed by the State of KS. ….By taking this gold document to a KS Driver‘s License Office (DMV), one can receive a Kansas Driver's License, or the license which they are eligible for. The only test usually required by the DMV is the eye test. However, the DMV (or Driver’s License Office) reserves the right to test anyone, or deny anyone which applies for a license.

Driving Tip Of The Season:  Do not make a blind turn!
Imagine that you're at a stop sign waiting to make a left turn.   If a van or SUV (coming from your left) signals for a right turn, and starts to make the turn, do not pull out and start your left!  Make sure the vehicle is completely out of your way!  A car or motorcycle can be hidden (behind or beside) the van or SUV.  A friend of mine in Manhattan was broad-sided (when pulling out on a left turn) by a speeding motorcycle, which was going passed a van making a right turn.

OTHER DRIVING TIPS
#1 -
Always wear your seat belt.  Statistics prove that wearing a seat belt increases your chance of surviving by more that 50%.  Did you know that between 20-50 mph, the chances of dying in a car crash do not even change, if you are equipped with a seat belt and air bag.  After 50 mph, the chances of dying in a car crash double every increment of 10.  For example...  60 mph 2x   ...70 mph 4x
...80 mph 8x  ....90 mph 16x  ....100 mph 32x

#2 -Never use cruise control in adverse conditions or on gravel roads. Drivers, which use cruise in adverse weather, or on poor roads are susceptible to violent skids.  Any skid can lead to a high impact crash or a role-over situation.
#3 -Keep your foot on the brake when you're behind a driver making a right turn! If you are behind a vehicle making a right turn:  Do not take your foot off the brake or look away from them until they are completely out of your path.  Drivers making right turns sometimes stop because of poor technique, or they are afraid to scrape the nose of their car on the driveway entrance, or another car stops in front of them, or a pedestrian walks in front of them, etc...
